NY State has a responsibility to protect the spawning grounds of the striped bass resource. New York State also has the responsibility to protect its people from the hazards of chemical pollution from fish migrating into and out of highly suspect areas of the Hudson. These fish migrate, and accumulate toxins. They should not be sold to the public. Opening up any commercial fishery, by-catch or directed, would be impossible to enforce and keep track of. You would not be able measure the mistake you've made until it's too late. The Hudson River is the second largest spawning estuary on the east coast and as such effects the sportfishing of all the adjoining states along the Atlantic coast.
